Deadlines and General Information

The New York State Education Department requires all adult education programs funded by Title II of the Workforce Investment Act (WIA), the Employment Preparation Education (EPE) program, the Welfare Education Program (WEP), the English Language Civics Program (EL Civics), or the Adult Literacy Education (ALE) program to submit NRS data to the Literacy Assistance Center (LAC). The annual deadlines are described below. Note: Your program must submit twice if a follow-up survey of students is being conducted for outcomes in the first quarter of the next fiscal year.

Change in Submission Policy (10.24.07)

Please be advised that we will not be requesting any further data submissions for the purposes of NRS reporting. This means that, unlike previous years, no submissions will be necessary on October 31st or November 30th.

We will be using ASISTS data for the purposes of reporting and program evaluation. The NRS report for New York State submitted to the Federal Department of Education by NYSED as well as the NYS Report Cards will be based on ASISTS data. Please note that only data applicable to FY07 NRS reporting will be used for these purposes. The complete transition to ASISTS will be complete by December 12th. Programs will have until then to update all information relating to their FY07 NRS reports.

Programs should continue entering FY07 and FY08 data into ALIES and after they have made the transition to ASISTS, into ASISTS. You will receive emails soon regarding timelines and process for the transition.

The data provided by all programs will be used to populate the NRS Tables. The PDF document NRS Table format can be used for reference.

For ALIES® Users

ALIES® allows programs to generate Final NRS reports and troubleshoot the NRS numbers using the Data Check Reports. Once the report data is satisfactory, ALIES® allows programs to create data files for submission to the LAC. The documents below (in pdf format) provide help in understanding the NRS reports and data submission process.

  • Instructions for submitting data to the LAC. This document provides instructions for submitting satisfactory and finalized data to the LAC.
  • Data Check Report Overview. This document provides a list of the reports used to troubleshoot NRS data. If the NRS report totals do not seem to accurately represent the program year, use the data check reports to delve deeper into the NRS data. Each Data Check Report available in ALIES® is listed plus a short description.
  • National Reporting System Column Definitions This document provides a detailed description of each NRS table including how ALIES® calculates the values in each table’s columns.

For non-ALIES Users

Programs not using ALIES® software are required by NYSED to submit NRS data electronically to the LAC. This data must be collected and extracted from Xenegrade. Programs using Xenegrade must export their data and then convert it into a standard format using the Non ALIES NRS Tool before they can send it to the LAC. The links and documents below provide guidance for the data submission process.

  • Using the NRS Tool This document provides instruction on how to use the NRS tool including importing, preparing, viewing and exporting data.
  • Data Check Definitions Data Check Reports are used to troubleshoot NRS Data, find errors and increase the number of students included in the report. This document clarifies the purpose of each Non ALIES Data Check Report.
