Even Start
The National Even Start Association has informed us that the House and Senate conference committee on the FY2006 budget has reached an agreement to fund Even Start at $100 million. This is a serious cut from this year’s appropriation of $225 milllion; on the other hand, the Senate’s version of the budget had zeroed out Even Start. We understand that the conferees may revisit Even Start funding in the near future. Once the conference bill goes to Congress, it is unlikely to be changed in floor debate.
Adult Literacy Funding
Our latest information is that the House / Senate conference committee is likely to recommend level funding for adult education (WIA Title II) for FY2006. Across-the-board cuts of 1-4% to pay for hurricane relief may still be in the offing. The National Coalition for Literacy has posted useful updates on the budget and appropriations processes as they affect adult literacy education.
