Young Adult Employment Readiness Counselor  F/T

Young Adult Employment Readiness Counselor
**This is a temporary grant-funded position through 6/30/2018**

Duties and Responsibilities:
The Young Adult Employment Readiness Counselor provides job readiness instruction and builds partnerships with internal departments and external organizations to provide internship and training opportunities for young adults (age 16 to 24) enrolled in the library’s Young Adult Literacy Program (YALP). Primarily responsible for building a comprehensive opportunity bank which will include job placement, educational, vocational, and apprenticeship programs. Additional responsibilities include connecting participants to High School Equivalency (HSE) programs, colleges, training and assist with, job search and career development and facilitating work readiness workshop with the participants.
  • Participates in Bridge Program intake process to assess customers for admissions and identifies interest/aptitude for programs.
  • Provides job readiness training using established curriculum and learning activities.
  • Acts as substitute instructor if YALP Instructors are absent using establish contextualized curricula and lesson plans.
  • Works with partners to identify employers’ needs and tailor program approach, curriculum and learning experiences to better meet those needs.
  • Works with instructional and administrative staff to set high and measurable goals for student achievement.
  • Monitors participants’ compliance with attendance and progress through participant observation tool.
  • Reports any individual student issues to case manager on a weekly basis.
  • Performs other duties as assigned by YALP Coordinator.
  • Attends community meetings, special events, and other social collaborative opportunities to build and maintain partnerships with specific education, training, and employment providers.
  • Sets up strong referral systems in order to support successful transition from pre-HSE to HSE programs, and/or employment training/employment at the end of each semester.
  • Attends job and career fairs and maintain relationship with workforce centers to find matching job opportunities for participants.
  • Represents Queens Library at City’s Career Pathways network events, as well as Department of Youth & Community Development/ Center for Economic Opportunity (DYCD/CEO) program meetings and is responsible for maintaining effective programmatic partnerships.
  • Works with students one-on-one to assist with resume building, interviewing, and other work readiness activities as necessary.
  • Facilitates workshops on themes related to job readiness to all YALP sites.
  • Ensures every student has a portfolio with pertinent materials for employment including updated resume, cover letter, performance rubrics and essays.
  • Through instruction, individual career counseling and other supportive services, ensures that Bridge Program participants are prepared and qualified for internship placement including meeting all attendance requirements.
  • Contacts employers, apprenticeship, vocational and educational programs by mail, phone, email and in-person to solicit information concerning appropriate job openings and enrollment information
  • Places prepared students into internship and training placements.
  • Monitors internship placements including conducting regular visits to worksites and evaluation of participants’ performance including, overseeing the day-to-day operations of internship placement, tracking internships in YALP ONLINE including inputting workhours and tracking and maintaining pay history for completed hours of work
  • Meets regularly with case manager and instructor to discuss individuals’ progress and coordinate career exploration opportunities.
  • Performs in-take assessments, analyzes assessment data, and follows up with students regarding the status of their goals and objectives.
  • Provides participants with the information and assistance they need to successfully navigate the process of moving from pre-HSE to HSE or occupational programs.
  • Provides academic advising, tutoring, coaching, and referral to support services.
  • Provides students with professional one-on-one feedback regarding their performance in the program.
  • Tracks participant’s attendance in all services using provided tools.
  • Tracks individual Bridge Program participants through all phases of Bridge Program including after program exit.
  • Tracks and reports on progress of participants placed into internships program.
  • Tracks all case management and career counseling interactions by unique individual.
  • Maintains referral documentation and database.
  • Provides outcomes reports using all available tools.
  • Prepares regular reports according to specifications set by the YALP Program Coordinator.
  • Maintains all tax documentation for participants enrolled in internships.
Qualifications:
  • Bachelor’s Degree in Education, Social Work, Sociology, Psychology or related field required. Master’s Degree Preferred.
  • A minimum of three years of youth work and/or case management experience is required.
  • Demonstrated experience working with out of school/out of work youth preferred.
  • At least two years of experience in job development with youth job development experience preferred.
  • Experience in developing and delivering instructor-led and interactive workshops is necessary.
  • Must be able to work with a diverse population.
  • Must be proficient with Microsoft Office and databases such as MS Access, ASIST, etc.
  • Must be able to effectively multitask and maintain a high level of customer service skills.
  • Excellent presentation skills preferred. Strong verbal and written communication skills; and good networking and team building skills. Detail oriented, flexible and a self-starter.
  • Good organization and administrative skills including experience with tracking program attendance and preparing reports.

ONA Community Outreach Counselor
**This is a temporary grant-funded position through 12/31/2018**
Duties and Responsibilities:
The Office of New Americans (ONA) Community Outreach Counselor recruits and serves immigrants to participate in the New York State Office of New Americans-funded Opportunity Center programs and services at Long Island City Adult Learning Center (ALC). Performs extensive outreach and builds partnerships with internal and external organizations to provide ESOL instruction, case management, legal services, citizenship application assistance and workforce preparation to customers. Plans, schedules, and coordinates student activities, facilitates workshops, prepares reports on enrollment, monitors success of students, and meets with students regularly to provide necessary support to meet anticipated outcomes. Conducts overall program activities, i.e., case management, partnership development, immigration, and program support (data collection, entry and analysis, recruitment, and intake).
  • Builds partnerships with community-based organizations to recruit eligible customers to participate in programs and services.
  • Coordinates development of service partnerships while maintaining linkage agreements and letters of support. Conducts regular outreach through program participants, community partners, and local and ethnic media to provide up to date information about Opportunity Center programming and services.
  • Primarily coordinates with the legal services referrals, i.e., to schedule legal consultation days and citizenship application assistance drives to ensure that the program submits citizenship applications, as well as workforce development seminars.
  • Assists in interviewing clients and preparing immigration and naturalization applications.
  • Provides immigration-related case management services and identifies, predicts and mitigates barriers to educational, workforce and economic goals and thus enables customers to participate in educational and employment opportunities.
  • Performs needs assessments and sets educational and employment goals with all customers at the beginning, middle and end of each session. Follows up with all customers on a regular basis to update needs assessments and assess progress on goals set.
  • Determines social service needs, screens for benefits and assists with applications.
  • Provides individualized case management services and support to customers. Regularly meets with customers individually to provide short-term interventions, advisement and appropriate referrals.
  • Assists individuals with navigating complex systems including healthcare, social services, education and financial systems.
  • Connects clients to services offered by partner organizations by matching each client to appropriate social services, setting up appointments, and following up with the referral organization or client to document resolution of referrals.
  • Assists in organizing informational workshops on topics identified as having high need (e.g. legal services, citizenship application assistance, workforce preparation, etc.).
  • Provides immigration counseling and legal services to immigrants interested in becoming naturalized United States citizens or for pursing other immigration options and makes referrals to appropriate partners.
  • Conducts appropriate social and educational workshops to provide general and situational-specific information to customers.
  • Conducts classes and conversation groups as necessary and appropriate.
  • Works with external organizations to provide workshops and other services including coordination of legal consultation days with partner organization, coordination of citizenship application assistance drives with partner organization, coordination of business development workshops with partner organizations, and other workshop coordination relevant to customers’ needs and interests.
  • Orders and tracks distribution of all customer incentives.
  • Documents and tracks all interactions with customers through case notes and other tools according to timeline set by supervisor and/or funding specifications.
  • Follows up with customers on a regular basis to assess progress on goals and records customer outcomes in appropriate systems.
  • Maintains program statistical data as per funding requirements and program standards.
  • Manages the collection and distribution of program outcomes statistical data for reporting purposes, including adherence to program standards and government contract reporting.
  • Provides administrative support to the ONA referred Citizenship and Immigration partners.
  • Performs other duties as required.

The schedule for this position will include Saturdays and evenings.

Qualifications:
  • Bachelor’s Degree in Social Work, Psychology, Sociology, and Human Services or a related field. Master’s Degree preferred.
  • A minimum of two years of direct experience providing legal immigration services, and working knowledge of immigration law, policies and procedures as well as case management experience required.
  • Experience working with adults, immigrants and social service agencies preferred.
  • Ability to work with a diverse population required.
  • Must be able to effectively multitask and maintain a high level of custom service skills.
  • Must be proficient with Microsoft Office and databases such as MS Excel, CitizenshipWorks, ASISTS, etc.
  • Ability to effectively multitask and maintain a high level of customer service skills required.
  • Spanish and English language skills strongly preferred.
  • Must be able to become BIA certified.

Under the supervision of the Director of Education Programs at NYC College of Technology, the counselor will provide support to ESOL and HSE students enrolled in evening and Saturday Adult Learning Center programs.  
 
Responsibilities include:
  • Provide personal counseling, make appropriate referrals, maintain written and electronic records
  • Monitor attendance and proactively meet with students to limit absences    
  • Provide academic advisement as students progress through program and plan for further education and training
  • Work closely with instructors in support of students

Qualifications:

Through the Y Roads Center’s programs and services, the YMCA of Greater New York commits to working with young people, ages 17 to 24, who identify as having a particularly difficult time making the successful transition to adulthood, commonly referred to as opportunity youth. The YMCA of Greater New York seeks a dynamic professional to become the Counseling Specialist, to work in a unique young adult literacy service center in Brooklyn, NY.  The Counseling Specialist functions as a core member of a collaborative team that provides wrap around services and support to Y Roads Center participants.  The Specialist will work one-on-one with participants, as well as plan, lead and run groups.  In addition, the Incumbent may assist in designing and leading trainings and workshops related to program goals. 

Responsibilities:
  • Conduct intake & assessments of potential participants.
  • Develop individual service plans to ensure success and implementation of the counseling treatment plan, which may include skill development, strategies for addressing personal issues or overcoming obstacles.
  • Act as client’s advocate in order to coordinate required services or to resolve emergency problems in crisis situations; refer clients to community resources or to specialists as necessary (e.g., social services, mental health specialty care, substance abuse treatment), as well as maintain required records and treatment plans.
  • Meet with families, probation officers, police, and other interested parties in order to exchange necessary information during the treatment process.
  • Assist in the recruitment plan; organize and lead structured programs on life skills, workforce development, study skills, recreation and social activities for clients.
  • Actively participate in training sessions and designated meetings.

Qualifications:
  • BSW, MSW or related credential preferred, but not required.
  • Two years of experience in individual counseling, leading groups and / or educational workshops.
  • Experience working with students, families and/or community, especially those who are low income and/or engaged with government systems (probations, juvenile justice, education, HRA or foster care).
  • Familiarity with brief, structured counseling techniques (e.g., Motivational Interviewing, Solution Focused, CBT) with various populations; juvenile justice, probation, foster care.
  • Excellent communication skills.

Immigration Education Counselor

DUTIES AND RESPONSIBILITIES:
The Immigration Education Counselor, supporting the ActionNYC DACA Education Initiative, provides case management to potentially DACA-eligible customers enrolled in contextualized ESOL classes by connecting them to social services to assist in removing barriers to participation and retention. The Immigration Education Counselor provides assistance in keeping customers on track to file for DACA and builds and maintains a rich referral system to further workforce and educational programs including training, career development, ABE/HSE and post-secondary education. The Immigration Education Counselor will interact with internal stakeholders and established partner organizations to follow the ActionNYC DACA Education Initiative Service Delivery Model and move customers towards DACA attainment.

MINIMUM QUALIFICATIONS:
  • Bachelor’s Degree in Social Work, Psychology, Sociology, Human Services or a related field required. Master’s Degree preferred. 
  • At least one year of case management experience is required. Experience working with adults and families or social service agencies preferred. 
  • Experience in MS Office Suite software (Word, Excel, and PowerPoint). 
  • Excellent presentation skills. Strong verbal and written communication skills; Good networking and team building skills. Detail oriented, flexible and a self-starter.

Qualifications:

Must utilize community linkages to enrich program activities and meet the needs of the enrolled students.
Education:
MSW Preferred or MS in Counseling, Education or Psychology and at least two years of related experience working with economically disadvantaged adults. Excellent written and oral communication skills.  Computer literate.                                        
Language Skills:                                                                                                                                               Bilingual English/Spanish, fluent in speaking, reading and writing in both languages.
