Bridge to College and Careers Program Manager
 
The Pre-College Academic Programming Department (www.laguardia.edu/pcap) is seeking a full-time Program Manager to successfully implement all aspects of the Bridge to College and Careers Project at LaGuardia Community College. The Bridge Program serves between 250-300 low-income adults and out-of-school youth each year.  Students study to earn a high school equivalency diploma and create a plan to successfully transition to postsecondary training and college degree programs.
 
The Manager will oversee the implementation and day-to-day operations of the highly successful, evidence-based Bridge Program to ensure that the program is operating as intended and that program goals are being met.
 
We are seeking a creative education professional who has a minimum of 3 years of experience working in education and training, including at least 2 years of supervisory/managerial experience and at least 1 year of instructional experience. Master's degree in Education, Social Work, or Related Fields strongly preferred.

Office for New Americans Manager F/T

Office for New Americans ManagerOpportunities for a Better Tomorrow is a not-for-profit organization operating out of multiple locations that provides education, employment and training services to underserved youth and adults. OBT is funded through a mixture of government contracts, corporate and foundation grants and private contributions.
The Office for New Americans is a New York State initiative established by Governor Cuomo in 2012 to assist newcomers in contributing to the state's economic and social fabric. Statewide, there are 26 ONA Opportunity Centers operating out of existing non-profits. Each center assists immigrants using a 4-pronged approach by providing (1) Naturalization and DACA Legal Assistance, (2) ESOL Classes, (3) Entrepreneurship Training, and (4) Community Workshops. OBT's ONA Opportunity Center sees a wide swath of immigrants from primarily Latin American and Caribbean nations.
Start Date for this position is July 1st.
Specific Duties:
  • Manage the ONA Contract and ensure all mandated ONA outcomes for the above four areas are met or exceeded quarterly and annually;
  • Hold client consultations on a regular basis and manage all necessary follow-up work including but not limited to: obtaining immigration records from DHS, court documents, criminal records, school records, public benefits statements, and medical exemption forms;
  • Utilize and improve upon existing intake process and comprehensive case management system for all immigration legal services clients and follow up accordingly to ensure completion of USCIS applications and compliance with funder and state standards;
  • Administer and accurately report data for all legal immigration services, entrepreneurial workshops, and community education seminars as mandated by the ONA contract;
  • Coordinate with the Adult Education and Literacy Director/Coordinator and AELP program support staff to administer data for all ESOL programming funded through the ONA stream, including creating and administering retention and completion strategies for students;
  • Develop marketing and promotion plans for recruitment, create resources for expanding ONA Opportunity Center activities and create program materials including those needed for outreach, intake and case management, and administration of program;
  • Collaborate on the cultivation and development of strategic partnerships within the community to enhance the resources of the ONA Opportunity Center;
  • Supervise certain adult program staff (ONA Program Associate, Latino Youth Achievement Initiative Coordinator, BWRC Office Manager) and program interns/volunteers;
  • Prepare any monthly, quarterly, and annual reports for programs and funders as needed;
  • Act as liaison with ONA analyst and ONA staff within the state office;
  • Participate in local coalitions for immigration issues and stay informed of relevant happenings in immigration law and policy on a local and national level;
  • Sign off as Preparer and Interpreter (as needed) on USCIS applications and, when necessary, submit a G-28 Notice of Appearance with relevant cases;
  • Supervise all legal immigration work at the center as BIA Representative in collaboration with ONA legal counsel;
  • Keep OBT staff informed of important immigration information and news relevant to participants, including creating strategies for proper internal referrals and program best practices;
  • Assist OBT development team in seeking out and applying for funding opportunities with the aim of expanding the immigrant services initiative at OBT;
  • Assist with the overall coordination of ONA and general Adult Services activities and site maintenance at the Bushwick Workforce Resource Center;
  • Perform all other appropriate duties assigned by supervisor.
Key Performance Measures: Achievement of ONA program outcomes for partnership, development, recruitment, enrollment, and immigrant services; ability to identify and develop resources to enhance ONA and BWRC program outcomes; ability to work effectively with a diverse range of participants with different obstacles to employability; ability to work as part of a team and be able to handle conflict situations.

Qualifications:
Spanish verbal and written proficiency required; Bachelor's Degree required; must be or become BIA accredited (partial or full) or have a JD with one year of immigration practice; experience providing Naturalization and DACA services, familiarity with NYC public services and systems, ability to supervise and quality check program staff, experience working with education and employment programs; public funding management and outcomes reporting; management and supervision of staff; high degree of discretion dealing with confidential information and cultural sensitivity; knowledge of Salesforce, BEST Plus, and TABE a plus.

Full Time Program Manager for  Pre-College Academic Programs (Academic Program Manager) at LaGuardia Community College

GENERAL DUTIES
  • Manages curriculum development and operations of a College's specialized academic program under the direction of a senior administrator. 
  • Implements and monitors a comprehensive academic program development plan; makes recommendations to improve department policies and procedures 
  • Assists Director with outcome assessment and strategic planning to further develop program offerings 
  • Prepares analytical and statistical reports for management 
  • Serves as resource expert regarding program policies and procedures 
  • May manage professional and/or clerical staff 
  • May act on behalf of Director in his/her absence 
  • Performs related duties as assigned. 

Under the supervision of the Executive Director of the Pre-College Academic Programming Department (PCAP), The Program Manager,  will assist the Executive Director in managing a diverse portfolio of innovative, high performing career pathway, college access and success programs for nontraditional adults and disconnected youth.  The successful candidate will be a visionary and experienced educator with excellent managerial, analytic, communication and project management skills.   

Specifically the Programs Manager will be responsible for: 
  • Managing a growing number of comprehensive pre-college instructional and college readiness programs including Bridge to College and Careers, NYBEST Integrated Training and college transitions programs;
  • Assisting in the hiring and supervision of approximately 10 program staff;
  • Overseeing the day-to-day operations of the Department and administrative functions including setting  project goals, establishing program calendar, establishing project timelines, assigning responsibilities, supervising workflow and deliverables;
  • Tracking and reporting student and program outcomes to multiple stakeholders;
  • Ensure that program enrollment, retention and transition targets are met each term;
  • Set standards for and ensure the quality of Departmental communications (print, web-based, oral) with students, stakeholders and professional colleagues;
  • Liaison with campus offices to establish protocol and communication for ACE student college admissions, Early Alert and registration procedures;
  • Implement data collection, entry, reporting and auditing procedures;
  • Manage  targeted communications for PCAP students, stakeholders and staff using social media, email, texting, print and other formats;
  • Represent and assist the Executive Director at public events including: presenting at professional conferences, interfacing with public and private organizations, developing reports and brochures for distribution, and attending campus committee meetings and events as assigned.

MINIMUM QUALIFICATIONS
Bachelor's Degree and six years' relevant experience required.
OTHER QUALIFICATIONS
  • Master's Degree  in Education, Organizational Management, Public Administration, Program, Adult Literacy, Curriculum Development, Instructional Design or related field highly preferred, as well as: 
  • Minimum of 2 years program management experience in the field of Adult, workforce or developmental education plus instructional and/or advisement experience within a secondary, community-based organization, or college setting.
  • Demonstrated supervisory and team-building experience; ability to manage relationships and influence others to gain consensus 
  • Strong skills in collecting and analyzing data to identify program and student needs and implementing appropriate measurable interventions 
  • Experience in program or business development; ability to assess effectiveness of program and establish continuous improvement model 
  • Experience leading the development of digital strategies, platforms and content for marketing and communication 
  • Excellent oral/written communication skills, including group facilitation and presentation skills 
  • Willingness to work remotely, travel and on flexible schedule, as necessary. Some evening hours required.
