Adult Learning Center Site Manager F/T

The Learning Center Site Manager, under the direct supervision of the Manager of Operations, Adult Learning Centers, is responsible for maintaining the quality of adult education services, leading the instructional and support team, the daily operations of the Adult Learning Center as well as the fostering and maintain a collaborative relationship within the Learning Center’s community. The Learning Center is a dynamic adult education facility that provides education and resources for adult new readers and writers, speakers of other languages, pre-HSE/HSE students and integrated training and education classes.

Responsibilities include:           
  • Train, motivate, lead, and foster a collaborative teamwork environment and evaluate Learning Center and program staff including, literacy advisor, office associate, instructors, volunteers, and other assigned staff
  • Knowledge of adult learning practices for all adult reading levels (0-12)
  • Managing and coordinating adult education programs and ensure program standards, targets, and community needs are being met and/or exceeded
  • Build annual goals and performance targets for site and programs; grow enrollment, retention, and other program outcomes annually
  • Monitor progress of groups and classes onsite and offsite by conducting periodic observations/visits and provide feedback for evaluation and program improvement
  • Oversee and be an active participant in the recruitment efforts, intake, registration, orientation, assessments, student placements, and ensure students receive a quality experience
  • Coordinate and implement expanded technology training classes and other workshops of interest to students and community members
  • Conduct student and program assessments to ensure continuous improvement and maintain student files and program audit documents
  • Manage grants or aspects of program grants to ensure quality delivery of services and targets are being met
  • Participate in proposal and grant writing processes to secure additional funding
  • Oversee Center’s budget and spending as well as grant and gift funds when applicable; assist with grant and budget reports when requested
  • Represent BPL and Adult Learning in citywide and statewide meetings
  • Compile and review various reports to ensure site and programs are meeting program quality monitoring goals and benchmarks; ensure overall data management of site and programs
  • Develop and maintain a comprehensive collection of educational materials that includes books, appropriate online resources, and other multi-media material
  • Coordinate outreach activities and interact with other providers and partners
  • Work with instructors, advisors, and others in the department to ensure curriculum is meeting student and program needs
  • Complete a personal and staff professional development plan annually; help with staff development training as necessary
  • Collaborate on departmental and institutional projects, committees, and initiatives when appropriate
  • Perform other duties as assigned

Qualifications
BA Degree in Education, or related field; at least four years experience in Adult Education; two years of experience working in a supervisory capacity over a site and/or programs in Adult Education or related field; success with leading an instructional team, meeting program targets, and fostering relationships in the community experience is a plus; knowledge of the proposal and grant funding process; some project and/or grant management experience preferred; computer literate in Microsoft Office & other computer applications; excellent communication & interpersonal skills.

HSE Program Specialist F/T

High School Equivalency (HSE) Program Specialist F/T
Brooklyn Public Library's Adult Learning Literacy Office seeks a highly organized, responsible, and dedicated full-time High School Equivalency (HSE) Program Specialist to provide quality professional, educational and administrative support for Workforce Innovation and Opportunity Act (WIOA) Program Area 1 and HSE pathways including GED and NEDP.

Responsibilities
  • Assist with departmental wide program outreach, recruitment, information sessions, enrollment, monitor participants’ attendance, student placements, class rosters, transfers, retention, orientation, referrals, assessments, and outcomes for WIOA Program Area 1 and HSE pathways (GED and NEDP)
  • Triage multi-line HSE hotlines, emails, voicemails, etc.
  • Lead contact for NYC Human Resources Admin. (HRA) program participant tracking (attendance and outcomes)
  • Coordinate, plan, and facilitate program enrollment sessions for integrated education and training classes (medical billing, technology, food handler, etc.)
  • Serve as liaison for community partner agencies as per WIOA requirements such as BEOC, CUNY, etc.
  • Provide input to create program improvement goals and objectives for Program Area 1 and develop, design, and implement new programs/workshops based on community needs
  • Provide support for students to ensure their needs are being met
  • Support instructional teams and share best practices to ensure student’s achievement
  • Effectively work with adults in an educational setting: pre-screen requests for program services both in person and via telephone/email; ability to obtain and manage required documentation and enter internal and external data in a timely and accurate manner
  • NEDP assessor/advisor; Organize and conduct intake and orientation sessions to NEDP clients and HSE participants bi-monthly
  • Serve as HSE examiner and collect/process all NYSED required examinee paperwork and compile all HSE vouchers for NYSED
  • Lead, support, motivate, and guide all part-time office staff
  • Highly organized and possess the ability to organize and conduct intake and orientation sessions to NEDP clients and HSE participants bi-monthly
  • Coordinate/communicate with other staff including ALC/programs, instructors, program assistants, volunteers, and other agency partners about programming and best practices
  • Monitor program social media accounts, assist with marketing, prepare quarterly program newsletters, class schedules, etc.
  • Attend trainings and meetings as needed (NYC RAEN minimum 14 hours)
  • Support all administrative work for Program Area 1 and HSE Pathways including GED and NEDP and create all departmental flyers and correspondences for internal and external use. Able to translate program materials in Spanish for external use

Qualifications
  • Bachelor's degree in Education, Liberal Arts, or related field
  • Minimum 4 years’ experience in adult education, training, or workforce development plus 1-year supervisory experience required
  • Knowledgeable of grant funded programs and experience with successfully implementing
  • Ability to work with adults in an educational setting
  • Highly organized and strong project management skills
  • Must be willing to travel between program sites and to perform the duties of the position from any site
  • Available to work flexible hours including some evenings and Saturdays as required
  • Bi-lingual English/Spanish (spoken and written) strongly preferred; proficiency in Microsoft Office and clerical experience required
  • Specific experience with ASISTS and Salesforce databases. Experience not just entering data, but running and analyzing data reports and taking action to improve data quality and outcomes
  • Must have strong ability to multi-task, meet deadlines as needed, work in a high paced environment, take initiative and work independently with high standards

Work Schedule: Able to work day, evenings, and Saturdays. Willing to travel to various program sites as needed.

ESOL Student Advisor F/T

The ESOL Student Advisor, under the supervision of the ESOL Program Coordinator or designee, will provide academic advisement, career coaching, and case management services to students on the ESOL continuum particularly the 200 Integrated English Literacy and Civics Education (IELCE) students.  The ESOL Student Advisor will form part of the ESOL instructional team and will work with the Coordinator and instructors to design and implement instructional modules and modalities such as contextualized language instruction, civics activities, English for special populations, and self-directed distance learning activities that support student achievement.  The ESOL Student Advisor will also organize, develop, and facilitate ESOL instructional programming and workplace development activities that integrate learning platforms and educational technologies to engage students in person and remotely.

The Student Advisor will facilitate student transitions to higher education, maintaining accurate referral information and coordinating services with adult education providers, workforce systems, and job training programs among others.  The Student Advisor will collaborate with Workforce1, and other networks and community-based organizations to improve BPL partnerships and create easily accessible resources and referral systems to help students overcome any barriers preventing them from participating or completing the coursework.  The Student Advisor will work collaboratively with students, support staff, supervisors, and other departmental staff to ensure the success of ESOL and other students in the department.

Responsibilities
  • Host ongoing information, recruitment, and drop-in sessions (onsite and/or online) on a regular basis to promote ESOL program and grow enrollment; conduct outreach with community partners
  • Help to manage ESOL telephone lines and email accounts by documenting communication with students and others
  • Conduct assessments using Best Plus 2.0 (or other instruments including BEST Literacy) regularly and intake activities including initial screening for learning disabilities
  • Implement educational advisement and vocational goal setting process for ESOL classes in group and one on one settings; assist students with resumes, their job search, and accessing Job Zone
  • Provide academic advisement and coaching to motivate ESOL student persistence, promote self-efficacy and facilitate tailored referrals to further education and training
  • Monitor ESOL student attendance and assessment results, evaluating adult students’ language learning progress and next steps; share quarterly progress reports with students
  • Support ESOL instructors by introducing instructional strategies, training, and intervention
  • Conduct follow-up surveys on National Reporting System core outcomes
  • Participate actively in all program, departmental, and staff development initiatives
  • Develop curriculum modules for workforce development programming grounded in technology and be prepared to facilitate workforce development workshops
  • Support ESOL contextualized instructors and vocational instructors in managing classroom dynamics and address individual needs to facilitate instructional programming and workplace development activities that utilize technology, Google Classroom, Google Suite, Zoom, and support students and instructors with training platforms for medical billing, food handling, digital literacy and any other relevant certifications; Monitor Zoom and Google classroom.
  • Seek to grow and improve BPL partnerships to enhance civics instruction and facilitate student transitions to higher education and job training; partner with Literacy Zone and B&CC staff to coordinate internal and external referral for wraparound and/or career related services
  • Maintain accurate case management/employment records, including following students’ progress as per program requirement
  • Input and maintain participant information, case notes, and progress in electronic records system in ASISTS Case Management Portal by required deadlines and run and analyze CMP reports and share findings with program staff
  • Complete other duties as necessary especially in the absence of the coordinator and/or other program or departmental staff

Qualifications
  • BA Degree in Education or related field, MA a plus
  • 1-2 years experience in Adult Education; experience teaching ESOL, workplace literacy and digital literacy in person and remotely
  • Excellent communication, interpersonal and customer service skills in person and remotely
  • Proficiency in Outlook, Microsoft, Best Plus, Best Literacy, ASISTS Case Management Portal database systems, Google Suite, Zoom, and Job Zone portal, and Salesforce
  • Knowledge of current ESOL theory and practice; experience with Civics and Citizenship instruction a plus; familiarity with the Common Core Standards and CUNY Career Kits preferred
  • Experience in academic advisement, career development, guidance, and counseling
  • Ability to work well independently and as part of a team
  • Ability to influence and negotiate with internal and external constituents
  • Experience developing curricula for workplace literacy and technology instruction
  • Leadership – inspires and motivates others to perform well

  • Physical Demands

Travel required; must be able to carry materials, including laptop and projector
Must be able to work varied schedule, including evenings and Saturday. Schedule typically includes working two evenings per week and two Saturdays per month; schedule is determined by the needs of the program

Ability to drive a plus; Travel to various branches and partner locations regularly; work from other locations as assigned.

This is a grant-funded position that ends June 30, 2022 with the possibility of renewal based on annual performance and program outcomes.

Digital iC3 Instructor P/T

Brooklyn Public Library’s ESOL Program is seeking to hire a digital iC3 contract instructor to help Integrated English Literacy & Civics Education (IELCE ESOL) participants become knowledgeable and more effective with technology while improving their English skills. The iC3 contract instructor will co-teach with the IELCE ESOL contextualized instructor to teach essential skills needed for everyday life to function in an environment that require the use of computers and internet. In addition, the iC3 contract instructor will prepare participants for today’s workplace including computing fundamentals, living online, and key applications. The goal is for all participants to take the in-person iC3 certification exam at the end of the semester.   
The position requires in-person instruction, please see a class schedule below. Classes meet three days a week (2 days with contextualized ESOL instructor and 1 day with iC3 digital instructor) 
Tuesday – 6PM- 9PM -contextualized ESOL instruction by IELCE instructor 
Wednesday – 6PM-8PM – IC3 digital instruction by IC3 contract instructor 
Thursday – 6PM-9PM -contextualized ESOL instruction by IELCE instructor 
Responsibilities 
  • Increase digital skills of BPL users, especially to access information and services online 
  • Develop quality interactive lessons on basic and more advanced digital tools and software programs; motivate and encourage participants to become digital literate 
  • Encourage participants to reinforce skills by completing practice labs in online portal 
  • Prepare participants for iC3 certification tests 
  • Collaborate with IELCE co-teacher to ensure curriculum standards are being met 
Qualifications 
Advanced skills in the following applications and environments:  
  • Proficiency in Microsoft Windows, MS Office (Word, Excel, PowerPoint), macOS and Google Workspace  
  • Proficiency with iOS and Android smartphones and tablets  
  • Associates or bachelor’s degree in technology or related field 
  • Experience identifying and troubleshooting hardware and software problems  
  • Knowledge of iC3 Digital Literacy suite of products and iC3 certification or must be able to earn certification within the semester.  
  • Two or more years’ experience teaching digital skills classes; track record providing successful workshops and trainings  
  • Demonstrated ability to develop interactive curriculum and to organize and present information  
  • Excellent communications skills, both written and oral, both amongst colleagues and classroom participants; able to co-teach  
  • Experience with teaching diverse learners at multiple levels  
  • Self-starter with enthusiasm and commitment to teaching hands-on programs  
  • Empathetic and customer service oriented, with knowledge of trauma-informed practices.  
Salary: $35 per hour and 1 hour of preparation

Hub Manager- St. George Library Center (Full Time)
​Overview
The Adult English Language and Literacy department is the direct service provider of ESOL and adult literacy instruction for the New York Public Library.  They use professional teachers to offer free instruction to adult patrons in reading, writing, speaking and listening from a 0 to 8th grade level. Through formal classes in language and literacy, as well as elective offerings in digital literacy, numeracy, and career development, such as English conversation and citizenship preparation groups, and informal conversation programming, AELL is  charged with the goal of expanding ESOL and adult literacy instruction in the Library. https://www.nypl.org/events/classes/english
 
Key Responsibilities
Reporting to the Associate Director, the Hub Manager:
  • Provides leadership at a hub, supervision, and professional development needed to ensure existing and new staff have the skills to deliver instruction according to the prescribed curricula.
  • Is responsible for the data and reporting necessary to assure program goals are carried out.
  • Implements new program initiatives, with a special focus on staff development appropriate for improving English language and literacy proficiency and basic numeracy instruction
  •  Maintains connections with St. George Library site staff and leadership
  •  Contributes to the development of a curriculum scope and sequence, and a training and support plan necessary to insure its implementation
  •  Schedules classes, teacher schedules, and informal session times
  • Works directly with NYPL staff and students, promoting and modeling effective instructional strategies, methods, and materials use, in a collaborative learning environment
Required Education & Experience
  • Master's Degree in TESOL, Adult Literacy, Linguistics, English, or other Education related focus
  • 5 years experience leading staff development related to teaching and learning strategies that integrate computer-assisted instruction and multimedia into the curriculum
Required Skills
  • Demonstrated knowledge of research-based English Language and literacy instruction for adults in the early stages of language acquisition and literacy development
  • Demonstrated experience providing team leadership and supervision
  • Demonstrated knowledge of federal standards for student achievement (NRS) and the standardized testing (Best Plus and TABE) necessary to document student gains
  • Strong interpersonal, oral, and written communication skills
  • Experience in teaching basic math and knowledge of systematic intensive alphabetics instruction preferred
  • Demonstrated experience utilizing databases to track student information and progress
Preferred Qualifications
Multilingual candidates preferred (Spanish, Chinese, Arabic, etc)
