Case Manager P/T

OBT is looking for a youth-focused, dedicated Case Manager to join our Advance and Earn Program team.  Reporting to the Social Service Supervisor, the Case Manager will be responsible for providing counseling and case management services to a minimum of 19 participants at all stages of the Young Professional’s Institute (YPI) program in Advance and Earn. 
 
In partnership with the Department of Youth and Community Development, OBT launched the Advance and Earn Program in 2020. The program, a unit of OBT’s Young Professional Institute, helps opportunity youth,  those young people between the ages of 17 and 24 who are neither enrolled in school nor participating in the job market, further their career prospects through comprehensive High School Equivalency (HSE) test preparation, employer-recognized trainings, credentials and certifications, and paid internships.  There are 3 main components of the program: contextualized academic programming, comprehensive HSE and work-based learning, and sector-focused advanced training in Digital Marketing. 
   
Essential Job Functions and Responsibilities: 
  • Provide strength-based case management and counseling to young adults at all phases of the Advance and Earn model. 
  • Maintain case tracking, case conferencing and group supervision models to assure that young adults and staff are holistically supported. 
  • Participate in clinical supervision.  
  • Provide case management and crisis management as required. 
  • Attend relevant professional development and provide referrals for external training for staff. 
  • Develop and facilitate essential skills workshops. 
  • Monitor the flow of young adults throughout program components. 
  • Enter and track data in all relevant systems. 
  • Input case notes and participant assessments. 
  • Participate in all team meetings, required trainings, and case conferences. 
  • Work cohesively with an interdisciplinary team to provide multi-tiered interventions. 
  • Monitor and track student attendance. 
  • Develop and facilitate retention events for students. 
  • Engage participant stakeholders, such as families and community partners to ensure best outcomes for youth. 
  • Monitor and facilitate intakes and ongoing student assessments throughout program. 
  • Participate in internal trainings on Motivational Interviewing (MI), and employ MI strategies as a primary modality of practice.   
  • Other assignments as needed in support of supervisor and managers.

General Description
York College seeks an experienced, visionary, and resourceful professional to lead the largest adult language and literacy program within the City University of New York (CUNY). Reporting to the Executive Director of Government Relations and Strategic Initiatives, the director has wide latitude for developing and implementing York College Learning Center’s adult literacy programs, which include Adult Basic Education (ABE), High School Equivalency (HSE) preparation, English as a Second Language (ESL), Integrated English Literacy and Civics Education (IEL/CE), workforce development/readiness, educational case management, academic counseling, and referral services to our network of partners. The Learning Center at York College serves 1,000 students annually. The director is responsible to ensure all areas are accountable and meet the requirements as detailed in the funding award contracts.

Specific Responsibilities
  • Provide strong leadership and implement strategic planning that support collaboration, instructional excellence, innovation, professional development, and continuous improvement through program accountability
  • Develop grant-funded and private-sector proposals to maintain the Learning Center and expand its capacity in offering instructional and academic case-management services
  • Monitor the implementation of programs, including fiscal oversight and procurement
  • Ability to develop and manage multiple budgets over varying grant contract timelines

  • Oversee and supervise all program departments and operations, including instruction, case management, academic advisement, and student support services
  • Direct the hiring, supervision, training and monitoring of performance of instructors, coordinators, counselors, and support staff to ensure alignment with the Center’s mission
  • Utilize Data-Driven Decision Making to ensure continuous improvement in all areas program-wide, especially in the areas of assessment and student outcomes
  • Oversee data systems and ensure high quality data for all participants are accurately documented and in compliance with grant contracts
  • Accountable for progress, interim, and final report submissions to all required entities
  • Oversee implementation of curriculum development and course offerings, inclusive of digital literacy and educational technology
  • Oversee the integration of WIOA-funded program priorities, the College and Career Readiness Standards for Adult Education, and the NYSED/CUNY Careerkits into the curriculum and continue the implementation of these resources for program development
  • Oversee procedures for intake, orientation, assessment, and placement of students
  • Develop and implement professional development programs and activities for staff leading to improved performance
  • Represent the Learning Center externally and internally
  • Network and establish new partnerships with public and private entities to collaborate on new programming opportunities
  • Maintain collaborative relationships with the New York City literacy community, New York State Education Department Division of Adult Education Programs & Policy, NYC Regional Adult Education Network, community based organizations, NYC Workforce Development Board, NYS Department of Labor Career Centers, and the SUNY Queens Educational Opportunity Center
  • Ability to lead the institution remotely if required and knowledge of effective strategies to implement distance learning and support services
  • Oversee the NYS Adult Student Information System & Technical Support data system and ensure all operations are in compliance with regulations and reporting requirements
  • Oversee program accountability for the National Reporting System for Adult Education concerning data collection, analysis of performance indicators, and data reporting

Qualifications
  • Master’s degree in Education or related field from an accredited institution preferred
  • At least 8 years of progressive administrative, managerial, and supervisory experience at the program manager or assistant director level required
  • Successful grant writing and program development experience required
  • Effective leader with capacity to support the vision and mission of the Center and ensure its alignment with York College
  • Proven leadership demonstrating excellent organizational, managerial, problem-solving, and critical thinking skills
  • Prior experience in recruiting, developing, supervising, managing, and evaluating personnel
  • Capacity to manage multiple projects simultaneously and complete them within tight deadlines
  • Prior experience working in an urban adult literacy program with a strong understanding and interest in serving students from diverse backgrounds
  • Possess excellent interpersonal, verbal, written communication, and time management skills

Adult and Immigrant Services offers English language classes to immigrant community members, assists in providing resources and benefits to those in vulnerable community members, provides free legal immigration consultations, engages with community members on public health initiatives and advocates alongside and on behalf of immigrants and low-income adults.

Sunnyside Community Services provides ESOL instruction to over 350 students annually. Our approach includes innovative virtual and in-person learning strategies, a whole-person approach allowing students to access services internally, and a commitment to social justice, diversity, equity, and conclusion. We have recently developed in-house curricula for beginning through intermediate proficiency levels and we have developed an English for specific purposes curriculum focused on health.

The Program Coordinator is responsible for program implementation and development in collaboration with the Assistant Director, ESOL. The Program Coordinator will ensure the successful operation of ESOL programming to assist those who lack proficiency in English inside and outside of the classroom.
Position Responsibilities

Program Planning and Implementation
  • Assist in operation of ESOL programming including organizing in-person and virtual registration, orientation, and fieldtrips.
  • Assist in registration, conducting intake and pre/post test program participants.
  • Communicate with students regarding programming and other service needs.
  • Assist in student recruitment and outreach as needed.
  • Assist with instructor recruitment, instructor supervision, and conduct classroom observations.

Participant Advisement
  • Manage ESOL participant caseload and maintain on-going contact with those served in accordance with organization’s confidentiality policies and procedures.
  • Refer participants to specialists within the organization or to partners in the community.

Data Collection, Tracking and Reporting
  • Collect, maintain, and track comprehensive paper and/or electronic files as necessary for contractual reporting.
  • Collect, maintain, and track programmatic data and resources up to date including daily attendance records, participant demographic information using funder-mandated and internal database and monitoring tools.
  • Create and maintain up-to-date progress notes for each participant.
  • Support Assistant Director, ESOL with preparation for program audits and reporting.
  • Assist with other tasks that arise in support of the Adult and Immigrant Services daily operations and growth.

Requirements
  • Bilingual and able to read, write and speak Spanish proficiently.
  • Bachelor’s degree in Education, preferred; and 1-2 years relevant experience.
  • Excellent interpersonal skills, including oral and written communication.
  • Flexibility, patience, resourcefulness, and a willingness to learn and ability to work independently and creatively.

The Lehman College Adult Learning Center is seeking a dynamic part-time ABE/HSE Reading & Writing Teacher to work with a diverse group of adult learners.  Each class meets for two sessions a week.
