Position: Career Counselor/ Job Developer

Summary:
Union settlement Adult Education is seeking a Career Counselor/ Job Developer to provide in person support that reports to the Adult Education Director. The candidate needs to be a hardworking individual with the ability to multi-task effectively. This person is responsible for attendance tracking, monitoring and data entry into Adult Education Funder databases as needed. This is a full-time position. Job Developer is responsible for working with Career Training participants. Prior to placement, participants will partake in various employment preparation workshops. Job Developer will take assessment of participant’s interest, aptitudes and vocational direction that will lead to a good job match. Job Developer is responsible for working with a caseload of 80-100 participants. It is important that the job developer maintain a network of key employers and businesses in which individuals can both intern for short periods of time, as well as hire appropriate. Job Developer will be responsible for following up with employers and participants after the hiring process has been concluded to track retention and employment progress. Job Developer will also be responsible for collecting and maintaining a database of all employment opportunities available within the East Harlem community. The Job Developer works closely with the Case Managers to ensure accurate needs assessments and goal setting is conducted on a case by case basis for all participants.
Administrative Responsibilities:
- Follow-up on referrals you make on behalf of a participants and respond to all referrals made to the program.
- Conduct periodic assessments of enrolled participants to determine progress.
- Maintain case records and program documentation in accordance with agency and program guidelines.
- Create monthly program reports detailing all services provided for participants.
- Provide referral services to other Union Settlement programs when necessary, as well as to other external resources.
- Maintain and ensure HIPAA confidentiality of records (daily)
- Perform other related duties as assigned by Supervisor and/or Management
- Responsible for complete, accurate and timely submission of all job orders, referrals, follow ups and verifications required for the department
- Manage appropriate paperwork as required by funding source.
- Responsible placing 80-100 individuals per year.
- When necessary, assist with filling out paper and/or online applications with participants.
Career Guidance Responsibilities:
- Attend community events to promote Career Training program alongside other Union Settlement programs
- Teach problem solving and appropriate coping techniques to enhance participant life skills function.
- Conduct workshops that provide necessary life skills for participants.
- Develop and manage an Individualized Service Plan coordinating with Participants and other community resources and agencies.
- Work with participants to assess strengths, needs and resources; develop an individualized strategy to meet short- and long-term goals; and follow up to determine whether goals have been met and/or needs have changed.
- Maintain and ensure HIPAA confidentiality of records (daily)
- Assists participants in obtaining vital social services within the neighborhood
- Assessing participants needs for community resources
- Providing participants with job search services, including resume writing and interview preparation assistance.
- Responsible for “job matching” a participant’s experience, temperament and stated work settings and goals in order to place in appropriate job.
Community Networking Responsibilities:
- Maintain linkages to ensure documentation and verification of participant outcomes.
- Develop and maintain resource information database for future use.
- Establishing relationships with businesses interested in customized workplace training.
- Be able to educate employers on relevant program and placement requirements: disability standards as they relate to employment, ADA standards, tax credits, job modifications, etc.
- When applicable, market and be able to set up on-site job coaching for consumers.
- Assist participants in finding, getting and keeping jobs
- Maintain relationships with existing and new employers.
- Develop a variety of community-based sites for limited time internships that cover different types of career explorations
- Network with local business to determine work labor opportunities available that could expand on training programming provided
- Organize and develop Career Fairs to aid participants and community business in employment opportunities networking
- Develop and maintain resource information
Qualifications: Describe the skills, knowledge and abilities required. Include minimum educational and experience requirements and preferences.
- Bachelor’s Degree with 2-4 years’ experience as a Job Developer and/or Career Counseling/Placement or related field
- Proven ability to cultivate and maintain employer relationships with business and industry with a particular focus on employers providing employment opportunity in various fields
- Excellent communication skills, both oral and written
- Strong presentation and networking skills
- Must be able to work with difficult population and defuse tense situations
- Must be a team player and have strong work ethic
- Must be flexible, open to new ideas, creative, and energetic
- Must be able to manage multiple tasks and prioritize competing demands
- Proficiency with MS Office Suite (Word, Excel, Outlook, PPT, Access)
- Field based position, must be able to travel to multiple sites daily as necessary • Able to work flexible hours and days – including weekends/evenings/holidays according to needs of a 24/7 programs.
