General Description
LaGuardia Community College’s Center for Immigrant Education and Training (CIET) seeks an Educational Case Manager (ECM).  Housed in LaGuardia’s Division of Adult & Continuing Education, CIET provides no-cost educational and training programs designed to assist low-income immigrant English language learners to advance on their educational and career pathways and to achieve their civic and parent engagement goals. 
The primary responsibilities of this position include:
  • Advising and motivating immigrant clients in developing and persisting in their educational and career pathways, both through in-class workshops and one-on-one follow-up sessions.
  • Designing and leading workshops on such topics as goal setting, US-style resume development and interviewing skills, managing test anxiety and stress, navigating systems, and self-care.
  • Coordinating outreach, recruitment, and pre-assessment sessions for new and wait-listed applicants.
  • Tracking student progress, attendance and satisfaction, while completing all data entry tasks as required by funders and the university, and observing established confidentiality measures.
  • Collaborating with ESOL instructors and staff members to monitor and document student and alumnae progress and outcomes, both during courses and after student exit.
  • Identifying and establishing joint referral relationships with relevant community-based organizations, social service agencies, and local immigrant organizations to meet client needs.
  • Providing crisis intervention, support, and referrals to social services for students.
  • Establishing and maintaining an active job-entry referral process with the NYC WorkForce1 system, the ACE Career Development Center, and employer partners for students with employment goals.
  • Participating in funder update and reporting activities, including the writing of monthly and quarterly reports on program and student outcomes using compiled data and student feedback.

Case Manager - Career Counselor, Adult Literacy (ESOL)
The Case Manager - Career Counselor will be responsible for addressing the students’ barriers affecting their ability to benefit from ESOL classes, working through employment barriers, assisting students with achieving and retaining employment, both through in-person and virtual involvement.
This position entails working closely with Students, Instructors, Lead Teacher, Program Coordinators/Data Managers, and Program Director to ensure the success of the program
 
This position includes (but is not limited to) the following responsibilities:
  • Assist in outreach to identify appropriate program sites (and continue to support those partnerships) and program participants who are eligible, motivated and employment bound.
  • Assist with intake, including completing the necessary paperwork with each student.
  • Administer BEST Plus 2.0 testing (or any other assessment, as required by the funder).
  • Interview students at time of initial assessment to determine any barriers that students face from fully benefitting from the program, and assist them in overcoming those barriers by facilitating internal and external referrals.  (Barriers may include, child care, housing, transportation, mental illness etc.)
  • For the duration of the ESL training, schedule meetings with each student on a bi-monthly basis.
  • Monitor students’ development throughout their training and the pre and post-employment period, utilizing the necessary documents required by the funding source / Program Director.
  • Offer career counseling to help students make appropriate career choices. Share the latest job market information and help them identify the types of jobs that are suitable based on their work experience, skills, and English levels. For those employed, encourage job retention and advancement.
  • Assist students with resume preparation.
  • Actively research and create awareness for benefits and resources available to the NY immigrant population (ex: healthcare, vocational training, HSE opportunities, etc.).
  • Conduct individual and group employment-related workshops such as resume preparation, interviewing skills, confidence building, cultural differences in the American workplace, employer-employee relationships, and job retention skills, etc. Conduct orientation and student enrollment in job portals per funder requirements.
  • Establish and maintain employer relationships, develop job bank, and place students in jobs based on program requirements.
  • Maintain accurate case management/employment records, including following students’ employment as per program requirements.
  • Participate in meetings and workshops held at the funding sources when deemed necessary or when helpful to the program, participate in the required staff development workshops, and participate in internal staff meetings.
 
Qualifications: Bachelors Degree; culturally sensitive professional individual with good word processing skills; excellent written, communicative and interpersonal skills; accurate data-entry and typing skills; prior career counseling and workforce development experience preferred;  prior experience in the ESOL field preferred, Bi-lingual English-Spanish or Mandarin strongly preferred; good references.
Supervision: The Case Manager – Career Counselor will be supervised by the Program Director of Adult Literacy.
Work Schedule: 35 hours per week. Must be available to work day time and evening hours.
Work Environment: Work will be performed mainly at JCCGCI offices, and includes extensive travel to ESL sites throughout the five boroughs (driving capability preferred). 
Language Skills: Ability to read and speak English; Mathematical Skills. Bi-lingual English-Spanish or Mandarin preferred.
Computer Skills: Proficiency in Microsoft Word and Excel, and data entry; basic knowledge of computer networking processes; ability to work remotely, as needed (prior experience and effectiveness using Zoom)
Physical Demands:  Ability to lift 15 pounds
Reasoning Ability: Ability to make determinations of best procedures and practices to attain goals of the position.

JOB TITLE: CASE MANAGER – ADULT EDUCATION (IN PERSON)
 
REPORTS TO:  ADULT EDUCATION PROGRAM COORDINATOR AND ADULT EDUCATION PROGRAM DIRECTOR
 
Candidate must be able to report to the office Full-Time 5-days a week to support Adult Education In-Person and Remote Learning.  

DUTIES INCLUDE: 
  • Administer one on one-assessment interviews for each new participant on caseload, assessing participant’s education and work history, need for support services, career preferences and barriers to meeting education outcome.   
  • Support a case load of up to 120 students throughout the year.  
  • Develop an Individual Educational/Career Plan for each participant.
  • Ensure that participant’s folders are complete including copies of identification, documents and case notes.
  • Support, monitor and follow-up on participant’s attendance in education classes and other related activities. 
  • Case notes need to be updated monthly with any status change including: non- compliance with program rules and regulation or dismissal from the program.  
  • Make appropriate referrals to address barriers: educational (ESOL, ABE, HSE, Spanish HSE), housing, domestic violence, mental health, college readiness, as well as, other outside resources to meet the client needs. 
  • Administer Best Plus 2.0/TABE testing, assist new students’ intake forms and registration. 
  • Monitor, document and follow up on participant’s attendance in education classes and other related activities.
  • Lead and facilitate small group counseling/workshops at least once every 3 months.
  • Organize and occasionally lead a mixed level conversation class with ESOL students.
  • Ensure ASSIST, CAPRICORN, ETO, WISE (SNAP), HRA and other in-house database systems are updated on a weekly basis.
  • Assist Adult Education Program Director and Data Coordinator in preparing SNAP monthly reports. 
  • Provide referrals to support services and internal St Nicks Alliance programs. 
  • Assist Adult Ed Coordinator with preparing reports/audits for funders.
  • Maintain excellent organizational and time management skills in order to ensure completion of all tasks. 
  • Timely record keeping and quality assurance for compliance with the requirements of various funding sources. 
  • Attend monthly case manager meetings/supervision.
  • Support Adult Education partnerships with ESOL instructors.  
  • Perform other tasks (i.e. graduation ceremonies, student recognition, etc) in support of St. Nicks Alliance as directed.
  • Participate in program meetings and funder professional development.
  • Support all Adult Education programming at St. Nicks Alliance Workforce Center.
  • Must be flexible and be available to work some evenings and occasional Saturdays.

Qualifications:
  • Bachelor’s degree in Social Work, Psychology, Sociology, and Bachelors Degree preferred or 3 years related field experience in social service organization preferred.      
  • Must be bilingual (Spanish, English)) 
  • Ability to work with culturally-diverse individuals, bringing a non-judgmental approach to counseling and casework while maintaining a clear sense of boundaries.
  • Public speaking skills preferred.
  • Excellent organizational and interpersonal skills.
  • Strong communication, writing and computer skills.
  • Must be comfortable using databases and entering case notes into required systems.
  • Experience crisis management/ intervention skills preferred. 
  • Knowledge of community resources and counseling with high risk populations.
  • Ability to motivate others towards achieving goals.
  • Ability to work both independently and as a team with an equal amount of focus and enthusiasm.
  • Strong sense of and respect for confidentiality involving both clients and fellow employees.
  • Ability to Work in Person in the Office 5 days a week. Also availability to work 2 evenings a week and occasional Saturday as needed.

Educational Case Manager
The Adult Learning Center (ALC) at NYC College of Technology seeks a part-time Educational Case Manager (ECM) for our IELCE funded program. The ALC collaborates with workforce development partners to provide advanced English learners free healthcare training which includes contextualized English instruction.
Primary responsibilities:
  • Advise and support advanced English language learners enrolled in Medical Assisting and Direct Support Professional trainings, through in-class workshops and one-on-one sessions. Counsel them on career prospects, academic goals, and personal issues, ensuring confidentiality
  • Identify and establish joint referral relationships with relevant social service agencies, community-based organizations, and with Workforce1 centers
  • Assess student needs and make appropriate referrals to social services and other agencies
  • Provide crisis intervention when needed
  • Assist students with mapping their career plans, including related academic and personal goals
  • Track student progress, attendance and satisfaction, while completing required data entry tasks
  • Work closely with instructors and administrative staff to meet program objectives; this includes the monitoring and documentation of progress and outcomes for both students and alumnae
  • Provide support during both the application process and the orientation of new students
  • Attend 14 hours of RAEN Professional Development
  • Ad hoc duties as assigned
Requirements:
  • Bachelor’s degree in a social work, counseling or a related field; Master’s degree preferred
  • Relevant experience in counseling individuals
  • Strong awareness of the barriers facing immigrants looking to integrate into the US workforce and academic environment
  • Familiar with strengths-based, culturally competent approaches
  • Bilingual Spanish/English preferred
